Add 'encoding' config parameter

It seems html2js mojo uses platform default encoding when reading files:

fileLines = FileUtils.readLines(file);

The class FileUtils has similar method, which accepts encoding as the second parameter.

It would be very nice if we be able to specify encoding explicitly in the plugin configuration.

This is a good idea. I develop exclusively on Linux - so UTF-8 is all I use and that is my platform default. Maven allows the encoding to be specified in the pom file, so I'd rather look into picking it up from there that with plugin configuration, but I'm a bit swamped just now. If you have time to look into how this might be achieved that would help expedite things.
