To my surprise, the application called my emergency contact this morning. It seems KeepAlive sent me a notification saying "In 1 hour, I'll call your contact!", but I wasn't around my phone at that time so I didn't hear the brief "ding!" notification sound.
Perhaps it should send a notification every 15 minutes during the "Are you there?" period.
