KasmVNC keyboard shortcuts are on, when the setting is disabled

Describe the bug
Ctrl-Shift-1 toggles control panel, when both shortcut settings are disabled.

To Reproduce
Steps to reproduce the behavior:

1. Go to a KasmVNC session.
2. Click on control panel handle to open it -> click on Settings.
3. If "Toggle control panel via keystrokes" is on, click to disable it.
4. If "Enable KasmVNC Keyboard Shortcuts" is on, click to disable it.
5. Type Ctrl-Shift-1, see the control panel appear or disappear..
6. Expected behavior Typing Ctrl-Shift-1 doesn't do anything to control panel.
