Productize versionedFiles dataset archetype

While the prototype of VersionedFile dataset archetype is developed in #225 this ticket tracks things that should be completed to call this feature complete:

• Store archetype tag in ODF metadata and only allow asVersionedFile GQL to be used on such datasets
• Impose size limits on content endpoint for in-band content transfers
• Cover direct uploads/downloads with e2e tests
• Expose file operations in kamu-cli interface
