docs: add missing navigation links to VitePress config

- Add Configuration nav item for polyglot.json reference
- Add Admin Dashboard link to CLI sidebar
- Add Plugin System and Service Controls to guide sidebar
- Create new configuration sidebar section
- Ensure all available documentation files are accessible
