chore(QC): onboard po-2026 machine for QuantConnect development

Context

po-2026 has free slots once its embedder service is stable. It should be onboarded for QC development to increase our compute capacity for strategy iteration.

Onboarding steps

1. QC MCP token: Transfer/configure the QuantConnect API token
2. Lean CLI: Install and configure lean-cli for local backtesting
3. Docker verification: Verify the Lean container works (init, build, backtest)
4. MCP Server: Configure qc-mcp server in the Roo/Claude Code settings
5. Test backtest: Run a simple strategy to validate the full pipeline
6. Assign first task: Start with low-risk strategy iteration

Prerequisites

• po-2026 embedder service must be stable (currently hosting qwen3-4b-awq)
• GPU 0 (RTX 3080, 16GB) available for compute when not running embeddings
• Network access to QC API endpoints

Coordination

Guide po-2026 agent through the setup via RooSync directives.
