Add Hover Extension/Pebble

Hi,

I think there could be some value in extending pebbles to support scenarios where you have elements that are only visible when hovering over a target - similar to the way in which websites like twitter works where you hover over a tweet and are given options like "reply" and "re-tweet".

Keen to hear your thoughts.

This is easy enough with pure CSS.

HTML:

    display: block;
