When attempting to build 8.6.6, the 32-bit version builds without failure but the 64-bit version errors with the following which looks to be a missing devlib style of error:

I'm not using this project, but I've ran into the same problem and google lead me hear. Anyway, the problem is that you are missing --enable-64bit argument during ./configure step. Check /unix/README in tcl source for details.
