unable to turn on WiFi Tether after update to Android 16

Using Samsung Galaxy S25 Ultra with One UI 8 and Android 16
I have a task to turn on hotspot when I connect to my car BT
the task is "Wifi Tether" turn On
but when I run it I get this error :
