Autogeneration in Time Filtering

Summary
The "from" field in time filtering is auto-generated when clicking on the "To" field

Steps to Produce:

1. Go to Sales tab
2. Click the Filters button
3. Enter “10:00 AM” on the "To" field

Expected Results:
It should have filtered automatically by the "To" field without entering a time in the "From" field

Actual Results
It generated a time that is 2 minutes before the "To" field and it did not filtered correctly
