[JENKINS-63239] Git Parameter - "Selected Value: None" doesn't work (type: PT_TAG) #290

Description

@jenkins-infra-bot

The "Selected Value" in Git Parameter plugin (type: PT_TAG) seems to always be "TOP" even if you explicitly select "NONE". I would like it to be empty/NONE unless the user explicitly selects a tag. In my use case, I'd like the tag selection to be optional, but it always defaults to an existing tag whether I like it or not.
