Add a target build_tests to CMake

 - This makes it easier to work around situations where a test fails
   in a super build, since it's awkward to disable specific tests via
   external_project_add() unless ctest is called directly
 - A compiler bug in 8.1 causes a failure, this is fixed in 8.2 but
   the toolchain-r-test PPA used by most CI systems doesn't yet have
   an 8.2 GFortran package
