IPA codes update creates daily PR churn

The scheduled workflow downloads the IPA codes list from Agid daily and opens a PR to update the embedded file. Since the list changes every day, a new PR is queued as soon as the previous one is merged.

This creates two problems:

1. Manual review is required for every data-only PR, with no room to skip any without the embedded list falling behind.
2. The embedded list is always at least one day stale — often more when PRs pile up.

The core issue is that the embedded list requires a full release to update, so the workflow needs to create PRs to keep it fresh.

I'd add a WithIPACodesURL option to ParserConfig:

If set, the lib fetches a fresh list at validation time. Default stays the embedded list, so nothing breaks for existing callers (including WASM, where the option is just omitted). Callers that need fresh data pass the URL, others use the embedded snapshot.

With this in place we can move the data to a separate repo (publiccodeyml/italy-ipa-codes?) with auto-merge and that would keep the embedded snapshot reasonably fresh with zero manual review.

Care to implement that option? 🙏
