Deploy Self Hosted GitHub Action Runners

The current deployment of GitHub Self Hosted runners uses Jenkins. Replace this to deploy Self Hosted runners using GitHub Action runners.

Move work from Docker Orchestration to the users ci-cd repo:

This work uses jenkins, but this issues goal is to create VMs & runners with public GitHub Actions.

Tasks:

• Create Custom STFC Cloud Image for VM locally
• Test Create STFC Cloud VMs locally
• Create STFC Cloud VMs & GH Runners Runners locally
• Liaise with STFC Cloud to sort access to the initial image creation VM from the internet
• Test above from GitHub Public Runners
