Is core-dev.irods.org repository required in the Docker images?

Until #271, Ubuntu 24.04's Docker image did not include core-dev.irods.org, but all the other apt-based Docker images did. Do we need it?

core-dev.irods.org has been used in the past to aid in testing packages we weren't sure would make it to packages.irods.org.

I don't see an issue with including it since the testing environment helps with with testing various things, not just new releases of iRODS.

The only thing I can think of is the testing environment's unofficial / perhaps inadvisable role as a packaging tester in that we might forget to push some dependency to packages.irods.org and never know it because we always configure core-dev.irods.org as well. Otherwise, I don't think it presents any problems.

True. That's a valid point. I think we can get around that by adding options that disable core-dev. Or maybe there are docker builder options which we introduce to skip the inclusion of core-dev.
