`run_plugin_tests`: `--skip-setup` option installs `irods-python-ci-utilities`

And it's annoying.

This is because --skip-setup isn't reaching the test hook at all. The run_plugin_tests script does not pass along this option through the options here:

irods_testing_environment/run_plugin_tests.py

I just used --skip-setup without a --tests option and it appears to work as advertised. So, it's something related to the combination of flags, perhaps?
