refresh_ipt_project_files: update to only push csv files

This function currently pushes the entire .zip package as an update to an existing dataset. That makes it somewhat easy to push an update, but it does not have the capability to update the mapping (meta.xml), and I don't think you can do that automatically. So, there could be a case where you add a new DarwinCore field to an existing dataset and the mappings will be all broken when you push the update.

To avoid this issue, my thought with this function was to adjust this function so that you can do an update that only changes the data using this function. Then, build a new function (if we can) for pushing meta.xml to update the mappings.

If you only want to make metadata changes, use refresh_ipt_project_metadata().

At the end of the day a full update would look something like:

refresh_ipt_data_files() # new function for only pushing .csv
refresh_ipt_data_mapping() # new function for only pushing meta.xml
refresh_ipt_project_metadata() # existing function for pushing eml.xml

Just trying to build the baseline components instead of big functions that do a lot. We could make a wrapper that runs all of those in order, but it would be nice to have the capability to do one part.
