defaultNewAcl of system.config is incomplete

When setting up a new dev server, the default acl for ``object`` and ``file`` are missing. Example:

```json
    "defaultNewAcl": {
      "owner": "system.user.admin",
      "ownerGroup": "system.group.administrator",
      "state": 1636
    }
```

*Not sure if this is a dev server issue or js-controller*
