Readme Interledger Spec link fix

On the Readme page we have a link that it is broken, we need to fix that link
It is in the New to Interledger Section, Interledger Specs.
Put the link to redirect to: https://interledger.org/developers/get-started/

Bonus - we need to fix the word certificate, as it is missspelled as certicficate

I would like to ask you if you would be interested in waiting for the hacktoberfest announcements, and the start of hacktoberfest to do these? I started labeling the stories as hacktoberfest so we are prepared.
