Xess MFG only supports Intel Arc GPU

Additionally, XESS MFG has not been officially released. The XESS MFG files in Optiscaler were obtained through leaked drivers and are not officially supported.

Well panter lake is released and drivers are official so mFG dlls are now official.. guess XeSS 3 SDK release with MFG coming soon maybe at GDC26 in March?
