[Bug]: Filter Manager pop-up doesn't show properly when too large

What happened?

When an app has many modules containing predefined filters, the Filter Manager pop-up grows beyond the viewport and becomes difficult to use — parts of the UI are not visible. Adding scrollbars would make the manager usable for large filter sets.

It looks like a duplicate or related to insightsengineering/teal.slice#394 (it has a couple of suggestions on how to fix this)

We'll discuss this further in #394 since there are several suggestions there.
We can close both issues once it's addressed.
