Update edge-sdk publish_map to support format_version 2 (#85)

* changed protobuf file to add new field formatVersion

* added a formatVersion field and default value = 2

* Updated example to have a formatVersion customizable field

* changed tests to allow new field

* added formatVersion fields to tests

* modified expected payload as well

* added an expected payload

* deleted formatVersion Field from example

* addeda a default value to formatVersion

* Refactor formatVersion to format_version
