Summary

Uploading videos via Telegram channel manager will help to generate media content using hyperframes.

This could be very good when a bot is running somewhere and on the go I will be able to simply give it the assets and ask it to generate a full video out of it with voice cloning and avatars like heygen etc.

I would want to then use this CLI in an OS similar to Hermes Agent or OpenClaw.

Acceptance Criteria

• The Telegram integration via the channel manager supports uploading videos or pictures
• They land into the tmp directory or a dedicated new directory
• There is a retention policy set for videos
• There is a max upload settings so the remote agent doesn't let any download that is over 10mb for example to be downloaded
• There is a mime-type check - in case only specific videos or picture files are allowed
• It's documented
• It's tested
• There is an example
