Want support for cloud-init file format and nocloud data provider

I am using cloud-init's nocloud yaml metadata and user-data formats to automate stting up ubuntu instances. I would like this format to be supported in metadata agent.

I will be working on this. Just opening this issue here so people know the goal exists.
