Include event uncertainties in the definition of "coincident_events" #60
Description
In the alert followup, only an event which has its reconstructed direction in the 90% contour of the skymap is included in the report, but more often the uncertainty region of the event overlaps with the skymap/contour (since these tend to be small skymaps). These should be included in the report as well.
