Helm charts minor improvements

##Description

Made 2 PR to improve underlying helm charts:

• config-bootstrapper configuring initContainer from values.yaml allowing installation pulling image from over-writable repo
• pinot adding flag to enable/disable prometheusRule based on prometheus enabled flag

Please review and consider to include to helm installation
