Subject: [PATCH] docs(state): #39 local work exhausted; residual is CI-blocked

Records the honest stopping point: genuine decision-free bugs fixed
(PRs #59/#64/#65). Residual failures are a systemic test-env
instability (app singletons intermittently dead under the full async
run; local total non-deterministic 99-165) that cannot be
authoritatively measured or validated locally. #39 is now hard-blocked
on the stuck GitHub Actions queue. Refs #39 #62.
