Deprecate NeptuneCallback #42662

Overview
- We should deprecate the NeptuneCallback as they'll shut down by March 5, 2026
Details
I've been informed via email that Neptune is shutting down starting March 5, 2026. Perhaps we can add a soft deprecation to the callback for the time being, and fully remove it in early 2026? We can also fully remove it with the v5.0 release, as that's a natural moment to move forward with deprecations.
