v2.0.3 [Forge] No Stress Impact on Blocks

Using v2.0.3, there is no stress impact on either of the chunk loaders when powered, like intended. Here are the currently used serverconfigs:

create_power_loader-server.txt, note I had to convert to txt to upload as Github doesn't accept toml files.
