The idea is to create global search for almost every entity in Highstate: instances, entities, terminals, sessions, operations, etc.
And make it possible to find any entity by its global ID.
Since CUID reveals no information about entity itself, we can safely maintain backend-level mapping ID -> project where an entity is located.
This will also let us place consistent links in descriptions/labels of cloud resources.
