Add licenses and license exceptions for python kernel updates (#39)

### Description

Add several licenses and license exceptions.

Needed to land hex-inc/hex#39119 for python package updates.

Should fix:

### Testing

Will re-run dependency-review on hex-inc/hex#39119 once this lands.
