Re-enable `--incompatible_disallow_empty_glob`. It was disabled in [#341](https://github.com/aherrmann/rules_zig/pull/341/files#diff-874728f39b9bba99bc8a2949132b868dd74225faaa504ae43810a45516eaa613R9-R11) due to incompatibility with Stardoc.
