Bump to React 17 and React Native 0.64 so that we can add Hermes support for both platforms

Acceptance Criteria

• Given I am a developer when I look at the dependencies for this application then I should see react at version 17
• Given I am a developer when I look at the dependencies for this application then I should see react native at the latest version
