Bug: Couldn't accept ToS from Installer

Describe the bug
When installing from the installer.exe I could not pass the I agree stage, the button was never selecting, I scrolled the whole ToS and restarted the installer multiple times but it would not let me click I agree.

I ended up using the portable and I was able to get it working, but I also noted there was no ToS Agreement in the portable. (That may concern you as well)

Bug #2: the MQTT setup page always said failed to connect despite it being setup properly. The app still did work however.

Misc info (please complete the following information):

• Windows build (ideally screenshot/info of winver.exe output):
  Win 11 - Version 25H2 (OS Build 26200.7628)
• Windows' UI language: English (US)
• HASS.Agent version: 2.2

Please check what's applicable (multiple answers possible):

• Installed via installer
• Used Portable
• Problem occurs in HASS.Agent
• [ Untested ] Problem occurs in Satellite Service

For the second one I believe we have #396 so we can focus on the first one.
Could you please make a screenshot of the installer window it is getting stuck? (so that all elements are visible)

I updated windows and my GPU drivers since then and this time when I ran the installer I was able to accept the ToS and continue the process. I suspect it was an issue with a very old CUDA Runtime I had installed at the time.

So it was either a specific Windows bug on 26200.7628 (I'm now on 26200.7705) or GPU related. Not really sure if it's worth testing the GPU edge cases.

But that still leaves the portable missing the ToS.
