Bug: MQTT reconnect within grace period produces user notification

User notification is produced even if MQTT was reconnected within grace period.

I think this is still not done yet right? It will reconnect within grace period but still post a failed to connect notification when it should only do that if connection is still not established after grace period.

I don't know if related but if I resume my PC from sleep, I get this message too. But connected as soon as I open hass.agent to check the status.
