I'm considering using graphQL on a Haskell based backend, your last commit on master was in January, almost 6 months ago. I was wondering if you are still maintaining/developing that repository ?

I'll let @jml or @teh answer for real, but I wouldn't say its "under active development" since nobody has enough free time to "maintain it under active development", but the code base is relatively easy to navigate if you're interested.
