Strange behavior after editing published tool schema

Problem description

When user tryies to copy published tool schema, he gets nothing on UI, but creates copy of source schema with "SYSTEM" category

Step to reproduce

Steps to reproduce the behavior:

1. Create tool
2. Create tool schema and publish it
3. Edit something in created schema and save changes
4. Nothing happend
5. Open database and find created schema in "SYSTEM" category

Expected behavior

User cannot edit published schema

Schema copied properly
