Footer not visible / consistent in a forms 'Edit Mode'

Problem description

The footer to save a form is not visible when in edit mode

Requirements

• Make the footer always visible to match other areas in the UI such as the 'New Role' workflow
• add a button to 'Discard Changes' next to 'Save Changes'

Definition of done

• The footer is pinned to the bottom of the screen
• consider standardizing this into a reusable component / ui pattern across

Acceptance criteria

Visit the form, switch to edit mode and confirm the footer is always visible
