Make on journal submission the max time not be the time since last journal #109
Description
It just is a pain especially if you made 2 features but forgot to journal so you have to wait before you can journal after the fact.
Imo it doesn't stop people from time inflating just acc makes it harder if they're physically stopped.
Also some people use it as a time tracking method which isn't so good
