Code from grafeas-pgsql/go/v1beta1/storage not used by compose/dockerfile

Hi grafeas-pgsql Team,
I would like to test the grafeas wigh pgsql backend using current code, but:

• the server/Dockerfile is using us.gcr.io/grafeas/grafeas-server:v0.1.0 which was built in 2019,
• the new code available in grafeas-pgsql/go/v1beta1/storage is not used neither in server/Dockerfile nor in docker-compose.yaml.

On my own I'm not able to adapt the configuration/code to have the current grafeas-pgsql code built into grafeas server image. Please help/advise.

@hkadakia has been making lots of improvements to Grafeas and the PostgreSQL backend integrations. Hemil: do you have any updated instructions we could share here?
