Add Search API Best Bets module to GovCMS

This would be useful for improving search results via the Search API by giving editors the ability to offer curated content suggestions that pair with select search terms.

** Is the module Drupal 10 compatible?
Yes, Drupal 11 even.

** Please provide a brief outline of what this module does.
This module let editors configure search terms per entity that should trigger
elevate (best bets) or exclude when users is searching the site.

** Who does this module benefit:

I'm not sure it would be possible to replicate this purely at theme level/SaaS environment.

This module appears to be actively maintained with only one open issue at present and 30 closed issues.

** What permissions are needed to utilise the module (and are any new permissions provided by the module)?
I don't think so but am unsure.

** Does the module modify the database structure and/or store additional metadata on nodes or other entities? If so, why? What are the risks for future updates?
I believe a field for "Best Bets" can be added to content.

** Is the module designed to capture anonymous user data?
No.

** Is the output of the module typically fully cacheable? Would the inclusion of this module potentially render pages uncacheable.
I believe it is fully cacheable.

** What is your assessment of the quality of this module, the contribution history of the module's maintainers, and the uptake of the module within the Drupal community?
383 Sites report sing this module. I also wonder if it was formerly a part of GovCMS as we have best bets fields on some of our content.

** Additional information
I think this module would be a great addition to the GovCMS Search modules along with "Search API Autocomplete" & "Search API Spellcheck" thouogh those two would be more useful before this one.

If anyone's used Google or other search tools, you might be familiar with Best Bets. These are links that have been added based on specific search queries.

These are designed to appear at the top of result (similar to sponsored/paid ads), but are controlled by the Site Administrator.

These present separate to the search results, and are not weighted like results can be.

A visual example of best bets and how they can be used can be seen on the US Government's search.gov article at https://search.gov/admin-center/content/best-bets.html under the "Best Bets: Text" heading.

Site administrators can manage and adjust these as the see fit. For example, important changes to:

• legislation,
• processes,
• new policies,
• recruitment drives,
• among other examples could be used

Best bets are usually configured by certain search terms or phrases. For example, you could configure best bets to return a link to a careers page that could be triggered by terms like: jobs, careers, recruitment, employment, graduate, career starter.

I think this would be a good addition. We currently use Funnelback Search for projects where this type of functionality is required. This module would help close the gap between Solr and more advanced systems like Solr Search.

We have implemented something similar which we call 'Smart Search'. It's taxonomy based, where we can tag certain key nodes with taxonomy terms that we'd like to promote.

An example of this is 'authentication". We have this taxonomy term "Authentication (TAF, MFA, two factor, multi-factor, password, passphrase)"

We apply this term to any key pages relating to authentication that we'd like to promote at the top of the standard internal search results. If any of the term words are in the search string all tagged nodes will be returned.

This was accomplished using standard the Drupal Search API and a View. (plus some custom theme coding for the visuals).
