LE Security Failure - Authentication failure(0x05)

• When LE security with key missing situation, Controller respond with HCI_Encryption_Change[v1] and status 0x05 - Authentication failure instead of 0x06 - key/pin missing error.

• After any LE lost bond test case(i.e. RSCP/COL/RSCF/BV-09-C), next test case run fails with Authentication failure(0x05).
