coral m.2 dual edge tpu preventing shutdown on Debian #49

Description

Hi All,
Crossposting this issue I made in google-coral/edgetpu as it may be more relevant here: google-coral/edgetpu#904

Here's the issue description:

Hi All,
I am using debian bookworm on a gmktec nuc pro and I have am using the m.2 accelerator with dual edge TPU.
It seems to be working fine, I have installed the driver and I can see it:
03:00.0 System peripheral [0880]: Global Unichip Corp. Coral Edge TPU [1ac1:089a]

One issue I've noticed though is that I can no longer power off the PC.
When I power it off, it immediately powers back on.
I have tried removing the edge TPU board and the problem goes away.
I don't see any useful debug info in journalctl or dmesg output.
dmidecode output shows:
Wake-up Type: Other

Any ideas as to how I can debug this or prevent it from occurring?
Thanks
