coral m.2 dual edge tpu preventing shutdown on Debian

Here's the issue description:

Hi All,
I am using debian bookworm on a gmktec nuc pro and I have am using the m.2 accelerator with dual edge TPU.
It seems to be working fine, I have installed the driver and I can see it:
03:00.0 System peripheral [0880]: Global Unichip Corp. Coral Edge TPU [1ac1:089a]

One issue I've noticed though is that I can no longer power off the PC.
When I power it off, it immediately powers back on.
I have tried removing the edge TPU board and the problem goes away.
I don't see any useful debug info in journalctl or dmesg output.
dmidecode output shows:
Wake-up Type: Other

Any ideas as to how I can debug this or prevent it from occurring?

Most likely fix is a power setting in your BIOS. I'm using the PCIe 1X Dual Edge TPU Adapter with a dual edge card on bookworm for more than a year and now trixie without issue, but this requires a PCIe slot which you don't have

The bios options on this mini pc are lacking. I've tried going through them and nothing seems to stand out.
To be clear, I am using wake on lan on this pc (hence this ticket) which works when I have the original WIFI card in the m.2 slot or if that slot is empty. When I populate that slot with the tpu, the PC just seems to power cycle upon a shutdown request.
