everytime when run agy-cli, it will create project json files, even though rerun in same path

every time when i run agy cli on windows, it will create a new json file in ~/.gemini/config/projects. and these project config would appear in agy app, cause a mess UI. even though i rerun agy cli in the same path, it would create a new duplicate project json. please fix it
