Create vanilla-js implementation

We would like to have a none jquery version of rateit.js

This way we can be relevant also in modern platforms that do not include jQuery.

There is a branch with a setup in TypeScript.

I've put it aside, and I don't remember how far I am with the branch, what needs to be done, if there are issues. Feel free to have a look, and help restart that branch.
