Make suggested changes a course preference

Suggested changes for this course are great, but they're somewhat distracting if you want to dig into the entire config file by yourself. They can also make the course a point-and-click exercise without really understanding. We can make suggested changes a course preference using a checkbox that is checked by default.

👍 to this being a course preference. I would recommend that we keep the default to not have suggested changes, because I think the point-and-click exercise is a real threat to the quality of this course.
