copilot-instructions.md created in the wrong folder

When using the PowerShell version on Windows, a copilot-instructions.md file is created with the basic project configuration (e.g., technology used etc.). The file should be under folder .github but is created under .github/agents.

Same here on Linux.

The original copilot-instruction.md was mainly for backend development before initiating spec-kit in repo.
When I started to build a frontend feature, it created a new instructions file in a wrong place under .github/agents. The new one is totally focused on the frontend only and has nothing from previous insturctions. This happened in the /plan step.

To be more clear, the reason I think it's wrong that it's named copilot-instructions.md. You can have multiple instruction files in the repository in different nested folders but I'm not sure about reusing this reserved name.
