Add benefits section to GitHub Developer Program guide

Adds a new "Program Benefits" section to the GitHub Developer Program documentation.

This section highlights key advantages of joining, including:
- Notifications of API changes
- Early access eligibility for select features
- Eligibility for development licenses for GitHub products
- A GitHub profile membership badge

The addition gives prospective members a clearer understanding of the value they receive from joining the program, improving transparency and encouraging participation.
