Fleet should be independent to Skill

Right now when use /fleet [prompt] there is no way to use skill

Proposed solution

I believe fleet should be another module, like autocopilot, But you can using other shortcut like for example Ctrl + B to open it. Independent to shift + tab on plan mode or autocopilot mode. Skills should also be able to choose when using fleet
