Allow users to disable urgent notifications issued by Copilot CLI when needing attention

Describe the feature or problem you'd like to solve

When Copilot needs attention (i.e needs a permission), it sends an urgent notification, which messes up with user workflow when doing other actions.

This is quite problematic for me where I use notifications manually to switch between workspaces in Hyprland, and the option I have is to either disable all such actions for all apps, or enable it for all.

Such an option will allow similar behavior to Claude.

Proposed solution

Add a new flag to Github CLI so that urgent notifications are disabled.
This is required for Linux.

This appears to be addressed. You can disable the terminal bell -- which triggers the urgent window hint in Linux tiling window managers -- by setting "beep": false in your Copilot CLI config file. That suppresses all attention notifications globally. As of v1.0.18, a notification hook event was also added for shell completion, permission prompts, and agent completion, which may be useful for more advanced custom handling. If you believe this is not resolved, please feel free to reopen this issue.
